Summary of Decision:
Amendments to the following provisions of Regulation 854 (Mines and Mining Plants) under the Occupational Health and Safety Act (OHSA) have been approved:

• Changes to the electrical requirements for working on energized equipment and electrical locking and tagging which were recommended by the Mining Legislative Review Committee;
• Strengthening and improving requirements regarding high visibility safety apparel (an issue raised in the Mining Health, Safety and Prevention Review Interim Report),
• Updating references to certain standards, legislation or agencies,
• Updating terminology and clarifying certain requirements, and
• Gradually changing the fees payable for rope testing performed by the Materials Testing Laboratory over a three year period.
The amendments will come into force January 1, 2016, except for the new requirements for high visibility safety apparel which will come into force on July 1, 2016.

Although proposed changes to conveyor requirements and to South African Bureau of Standards were considered as part of the Ministry's consultation paper, no changes have been made to these provisions at this time.

Summary of Proposal:
The Ministry of Labour is proposing various amendments to Regulation 854 (Mines and Mining Plants) under the Occupational Health and Safety Act. If approved, the proposed amendments would:
